In 2013, California adopted the country’s largest cap and trade scheme. Since then, the state’s overall greenhouse gas pollution have dropped from the 2001 peak…but there’s a catch.
Despite the fact that adding highway capacity virtually never solves congestion problems, governments throughout the country have returned to this false solution time and again.

Three bills currently before the Washington Legislature propose to update the state’s climate pollution reduction limits. One is based on the best climate science, while the others are unfortunately based on outdated science, and allow dangerous levels of carbon dioxide emissions.
